Window Replacement in Baldwin, Maine

About a quarter of Baldwin's homes were built before 1960, and many of the old village houses still have original wood sashes, or single panes behind aluminum storms, that rattle in a northwest wind and frost over on the inside. The big 1970s group of houses tends to have early double-pane units whose seals have failed, leaving fogged glass, drafty meeting rails and sashes that no longer stay up. In any house built before 1978, painted window trim may contain lead, and federal EPA renovation rules set how that paint can be disturbed during replacement.

The right window depends on the house. Vinyl replacement windows fit into the existing frame with little disturbance to interior trim and are the economical route for a ranch or a 1970s cape. Wood and clad units from Andersen, Marvin, Pella or Integrity suit older farmhouses where the sash proportions and exterior casings are part of the character. Bedrooms need at least one window that meets egress size, which is worth checking in older houses with small upstairs openings. Window replacement is not a listed use type on Baldwin's permit form, so ask the Code Enforcement Office whether your job needs a permit, especially if a rough opening is changing size.

Census estimates put Baldwin at about 634 housing units, with a median year built of 1979. About 15 percent predate 1940 and roughly a quarter predate 1960, the farmhouses and village homes of an old mill-and-orchard town. Another 26 percent went up between 1960 and 1979, and about 28 percent have been built since 2000. Around 80 percent are single-family detached houses, and about 89 percent of occupied homes are lived in by their owners. The town's draft 2025 comprehensive plan counts about 15 percent of homes as mobile or other types, the highest share among its neighbors, and notes that population grew 29 percent in the 1970s alone. Seasonal homes are a small slice, roughly 96 units, far fewer than in lake towns such as Sebago. The oldest survivors include Valley Lodge on Saddleback Road, built in 1792 by one of the first settlers.

Baldwin began as Flintstown Plantation, granted in 1774 to survivors of Captain John Flint's Concord, Massachusetts, company, and was incorporated in 1802, named for Colonel Loammi Baldwin of Baldwin apple fame. Its life gathered in villages: North Baldwin, East Baldwin, West Baldwin and Baldwin Station, each once with its own mill, store, church and graveyard. The Union Church of North Baldwin dates to 1873, and the Methodist church in West Baldwin was finished in 1879. On Route 113, the Pequawket Trail, the former Burnell Tavern in West Baldwin is on the National Register, as is Valley Lodge. The old Portland and Ogdensburg rail line is becoming the Mountain Division Trail, and Sand Pond holds the town beach.

Building permits come from the Baldwin Code Enforcement Office at the town office, 534 Pequawket Trail in West Baldwin. The town's application lists deck or porch as its own use type and asks which district the lot is in, from Village Center, Rural and Highland to Shoreland, Resource Protection and Floodplain, with setbacks measured to water, wetland and resource protection lines. Work must begin within 18 months; the permit expires after two years. Shoreland zoning adds a Stream Protection district 75 feet from streams and 250-foot Resource Protection buffers around qualifying wetlands. Within 500 feet of the Saco River, the Saco River Corridor Commission requires its own permit.

A new window is only as good as the way it is set into the wall. Replacement windows go in either as inserts inside the existing frame or as full-frame units after the old frame comes out; the right choice depends on the condition of the frame, the trim you want to keep, and the siding around it. The site lists vinyl replacement windows and wood or clad units from Andersen, Marvin, Pella and Integrity, in double-hung, casement, picture, bay, sliding and awning styles.
